Tieflings use two very different naming traditions, and this generator covers both at once. The given names draw on infernal-sounding roots, while the second name is a virtue name — an abstract concept a tiefling chooses for themselves, like Hope, Requiem or Vengeance.
That choice is the character. A tiefling who named themselves Mercy is telling you what they are trying to be; one who chose Wrath is telling you what they have given up on. Ask a player why their tiefling picked theirs and you will usually get the whole backstory unprompted.
Tieflings raised outside infernal-touched families often keep the human surname they grew up with instead, so pairing a name from here with one from the human generator is entirely correct.
